But they do have their own ways of talking to each other so that not everything needs to be said out loud.

The information about the meal she'd been given had sounded like a lie, but Annie does have a point that meals that feed a lot of people at once are good for the large families that are common in the Districts. But he's also used to stews made with the finest of ingredients being saved only for the Capitol.
"I never learned enough about spices to know if that's possible," he muses. "I guess the only reason they're from District One is because that's where they're from. Do they have to be from ther?"
